With respect to the OP, reporting this AM is that local police deployed at the building used by the sniper were stationed INSIDE the building “because the sloped roof was dangerous” but it gets even better. One of the local snipers SAW the shooter with his weapon dressed in tactical gear on at least two occasions BEFORE the shooting, in one instance with the shooter looking at the stage through a rangerfinder but did NOTHING other than try to take a picture on his iPhone and then had trouble downloading it in an attempt to email it to the command post.
I can understand why he might have been hesitant to take him down but WHY not at least detain him rather than allow him to wander off and several minutes later take the shot. Also, it would have taken $50 worth of plywood and 2x4s from the local Home Depot to fabricate a flat platform on the roof rather than having the snipers watching the crowd from ground level inside the building.
