I’m maskim. I watched the video again and it seems you’re right. The taxi was blocking the road and he swerved around it, hitting the guy bowing in the road, with a black leather jacket, not seeing him.

And he had a gun. If this was the other way around, the leather jacket guy and all bystanders would be killed by the ramming and the gunfire. The tractor driver was clearly NOT a terrorist.
