I find it very hard to believe that you can get an official Certificate of Live Birth (short form) for Hawaii that lists the town and island of birth as “Honolulu” and “Oahu” respectively for any child not born in that town and island.
Can you document someone who *did* receive an official Certificate of Live Birth that says that they were born in Hawaii when they, in fact, were not?
